COMMUNITIES AND WORK GROUPS

There are three stakeholder communities
  • End User Community (EUC)
  • Service Provider Community (SPC)
  • Peppol Authority Community (PAC)

OpenPeppol members self-allocate to one of the three stakeholder communities on first registration as a member of OpenPeppol.

The members of each stakeholder community formally elect:

  • a community leader
  • representatives to cross-community bodies

The leader of each stakeholder community participates in the OpenPeppol Coordinating Committee.

Each community provides a forum for collaboration and knowledge sharing and hosts face-to-face meetings in March and October each year.

Stakeholder community initiatives are approved each year by the General Assembly. Current initiatives are listed below.

Key initiatives for 2021 – End User Community (EUC)
  • encourage end-user interest in specific subjects, such as
    • billing
    • ordering
    • use of identifiers
  • initiate a call for online workshops for each of these topics
  • continue to support adoption of Peppol, especially for private companies
  • continue to spread practical advice on how Peppol can benefit a day-to-day business for the end-user
  • continue to support Cross Community initiatives such as International Invoicing and Continuous Transaction Controls
  • continue work supporting discussions on the Global Interoperability Framework
Key initiatives for 2021 – Service Provider Community (SPC)
  • support the implementation of the new agreement framework
  • continuation of regular meetings with good quality content
  • expand the topics by encouraging the members to propose agenda items
  • encourage creation of smaller member groups for specific topics
  • cooperate with Peppol Authorities in linking national SPs with the SPC
Key initiatives for 2021 – Peppol Authority Community (PAC)
  • improve alignment, cooperation and knowledge sharing amongst the Peppol Authorities
  • support the growth of the association by actively participating in workgroups and taskforces, in partnership with other stakeholder communities
  • run bi-weekly online roundtable calls
  • continue support of the agreement revision and implement the new agreements
  • contribute to Peppol communication and branding, increasing alignment/reuse with PA communications
  • participate in the revision of the statutes of the association
  • participate in the upcoming processing of items placed in back-log during the revision of the Peppol Agreements
  • participate in the finalisation of Internal Regulations and Operational Procedures for the use of the Peppol Network
There are four domain communities

  • Post Award Community (PoAC)
  • Pre Award Community (PrAC)
  • CTC Community (CTCC)

Service Provider members of OpenPeppol must join eDeC. Additionally, Post Award Service Providers must also join PoAC and Pre Award Service Provider members must also join PrAC.

Peppol Authority members of OpenPeppol must join eDeC and may optionally join PrAC and/or PoAC.

End User members of OpenPeppol may optionally join any domain community.

Except for the newly formed CTCC, each domain community has a Change Management Board (CMB), which is chaired by the domain community leader. The CMBs determine the annual workplan for their community and prioritise change requests.

The members of each domain community formally elect:

  • a community leader
  • representatives to their Change Management Board
  • representatives to cross-community bodies

  • continue to support the community through responsive updates to codelists
  • develop solutions for enhanced security within the Peppol Network
  • continue to work for a resilient, secure, and scalable Peppol Network
  • continue work on maintaining alignment with relevant specifications
  • continue to support Cross Community initiatives such as International Invoicing and Continuous Transaction Controls
  • continue work supporting discussions on the Global Interoperability Framework
  • continue development of a whitepaper to provide guidance on a range of eDeC use cases
Key initiatives for 2021 – Post Award Community (PoAC)
  • continue to improve the Peppol BIS messages thereby strengthening stability and functionality in the network
  • deliver a Core Invoice Message Response specification, developed and maintained in collaboration with EESPA, and promote its use within and across jurisdictions with support from Peppol Authorities
  • support an International Invoice Proof of Concept in a new project that provides the technical and business validation of the PINT proposition, in collaboration with eDeC and the Stakeholder Communities
  • deliver May and November releases
  • align the development and release process with the new agreements
  • align the versioning of the specifications with the new agreements
  • call for action/survey from the PoAC community to drive CMB decisions

  • harmonisation of the results of the workgroups dealing with ESPD/Qualification and eForms/Publishing Notice

[DRAFT] Key initiatives for 2022 – CTC Community (CTCC)
  • contribute to market development activities and supporting the recruitment of new Peppol Authorities and, more generally, the expansion of Peppol into new countries and territories where CTC is a relevant priority for the government
  • improve, enhance, and further develop the existing playground environment
  • further refine and develop technical aspects of the Decentralised Peppol CTC model, such as testing IRM (pending work in PoAC), TDD specifications and CTC SP certification requirements
  • subject to engagement of relevant stakeholders and resources in the Association, further refine and develop additional aspects of the Peppol CTC model, such as cross-border, B2C and Centralised clearance scenarios
  • contribute to the work of other communities, investigating whether an increased number of tax codes in Peppol BIS (and later PINT) needs to be introduced to improve granularity from TA perspective

Work Groups

OpenPeppol establishes formal work groups to manage specific initiatives to ensure the development and sustainability of the Peppol specifications and network.

Work groups are run by a work group leader and populated by volunteer representatives of OpenPeppol members. Work group members commit to actively participate in the discussions and activities of the group, supporting the work group leader in completing the agreed deliverables.

Work groups may be established at an organisational level or within stakeholder and domain communities. Each work group has a documented mandate, setting out the areas of responsibility and the expected deliverables.
