Australia and New Zealand chose Peppol because it is a proven global solution, with existing know-how and governance, able to meet their requirements. Their decision was publicly endorsed by the Prime Ministers of both countries. Singapore wanted to avoid creating a domestic standard that would hamper interoperability and avoid proprietary standards that could lead to increased costs for business.
In Europe, the public sector has been motivated by the legal obligation to comply with Directive 2014/55/EU on electronic invoicing in public procurement. This legislation was enacted to facilitate a well-functioning market within the EU, while improving efficiencies and promoting competition.
In all cases, decision makers wanted a solution that is open, proven, compliant and ready to go – and so opted for Peppol.
Facilitating tax clearance and tax reporting
Increasingly, national governments are turning to electronic invoicing solutions to ensure fulfilment of tax collection requirements.
Where countries have introduced tax clearance or tax reporting models, they often focus only on the needs of the tax administration, creating local invoice formats that are incompatible with wider eInvoicing standards for B2G and B2B trading.
Consequently, invoices may frequently be distributed by email or manual web portals, preventing the opportunity for efficiency and accuracy that is available from automation between sending and receiving systems.
Peppol allows for both the handling of tax-relevant information by tax administrations, while enabling process automation between buyers and sellers. Peppol is the name of the interoperability framework we provide. OpenPeppol is who we are. OpenPeppol is a non-profit, member-driven organisation responsible for the governance of the Peppol interoperability framework.
Our membership is diverse, consisting of national governments, together with large and small technology service providers, and increasingly with buyers and suppliers.
The breadth and rapid growth of our membership base attests to the resilience and versatility of our model, and to our proven track record. Businesses and governments trust Peppol because we provide a groundbreaking solution and, crucially, we also deliver the governance and rigorous compliance required to make it work.
Where needed, Peppol Authorities can create national rulesets within the Peppol Business Interoperability Specifications, to further restrict content to meet country-specific needs.
OpenPeppol utilises existing international standards, such as the ISO/IEC 19845 Universal Business Language (UBL). But, because international standards can seldom be used out of the box, OpenPeppol profiles the standards so that they enable interoperability when implemented, without any need for bilateral agreements between trading partners.
Our governance model means every interest group is represented in the decision-making process. And, because OpenPeppol is a non-profit organisation, our efforts are focused on delivering the best possible solution for all our stakeholders.
Our processes are democratic and transparent, with member organisations responsible for setting the agenda, electing representatives to the governance bodies, and appointing volunteers to take part in development work. The organisation is supported by an Operating Office funded through membership fees.
